As long as the Ground Beef has been frozen or Refrigerated during the time it turned brown then yes the ground beef is still safe to cook and eat.
It's very normal for Ground Beef to turn brown sometimes when refrigerated or frozen.
I've eaten Ground Beef that turned brown and never have gotten sick from eating it.
