Yes media.net does have traffic requirements.
You need good quality traffic to be able to make money with them. If your website is just starting out online and doesn't have much website traffic then I'd wait until you're getting lots of traffic before using them.
The majority of your website traffic should be coming from the USA. You won't earn much from any ad network anyway unless you have good traffic.
