Yes Homeowners insurance is a tax deductible expense on rental property.

Other things that are tax deductible on rental properties are property tax, mortgage interest, maintenance and repairs and depreciation on the property as well as lawn care, cleaning and other yard work.

You can deduct those expenses on the rental property as they occur.
