Landlords can only charge you to replace the carpet in the apartment or house if the carpet is under 10 years old and the damage done to carpet was done by the tenant.

If the carpet is 10 years old then the damage to the carpet would usually fall under normal wear and tear and the landlord would be responsible for the cost of the replacement carpet and any labor to install the carpet.

In most states landlords need to replace the carpet every 10 years under the normal wear and tear laws.

But some places don't really enforce the laws as to when tenants need to replace the carpet.

But 10 years is the lifespan of carpet and is how often I would replace my own carpet in my home.
