If a start capacitor for an electric motor goes bad it will either fail to start the motor or the motor will hum for a few minutes before it actually starts up.
If your motor hums but rotates just fine then it's likely the start capacitor going bad on the motor.
If it's a run capacitor on the motor then the motor may not get up to speed or fail to maintain a constant speed.
