Is it bad for the environment to burn leaves?

When doing yard cleanup and getting rid of leaves is it bad for the environment and your health to burn leaves instead of mulching the leaves?

Burning leaves puts out toxins and pollutes the air and the leaves burning can be bad for human health and in some towns they've banned the burning of leaves because of the harmful effects that burning leaves cause.

But it's still okay to burn the leaves if it hasn't been banned in your town. Just be careful with the fire or any fire.

It's best though if you can to just mulch the leaves up with a lawnmower.
