You can usually tell if someone on Google Plus has blocked you by going to the users profile and if you don't see any posts on that persons Google Plus profile then most likely they've blocked you.
When someone blocks a user on Google Plus the blocked user won't be able to see any posts from the person who blocked them.
Another thing is you won't be able to mention that user when you post on your Google Plus profile.
