How many hours a day are prisoners in their cells?

Do prisoners have to stay in their prison cells 24 hours per day until there sentence is up or can the prisoner leave their prison cell for some part of the day?

Do prisoners get to go outside at all or do they have to stay locked in their prison cell all day?

Whether a prisoner is allowed much time out of there prison cell or not depends on what custody level they're in.

Some prisons which house minimum custody inmates have the inmates all in one dormitory like room where they share and live in one big room and sleep on bunk beds in the prison dormitory.

Prisoners that are in medium to maximum security will be the ones that are in prison cells for most of the day.

If the prisoner is a maximum custody inmate then they will likely remain in there prison cell for most of the day and only be allowed outside in a cage for around 1 hour and when they're removed from there prison cell they will be cuffed and might be shackled as well and escorted to the showers and outdoor rec cage.

Minimum security inmates usually get some time out on the recreation yard for an hour or 2 and then they have to return to their cells.

For the really Violent prisoners that are on lock down or in the hole or SHU whatever you want to call it then those prisoners in the hole will sometimes spend 24 hours per day in that cell with nothing but a toilet, bed and sink and nothing else to occupy their time.

Sometimes they'll be let out of the hole cell to shower and maybe get 30 minutes to an hour outside in a small cage and when they're moved outside that cell their feet and hands are shackled while moving them outside the cell and back.
