Maximum security usually means that the inmate is highly guarded and is shackled and handcuffed every time the inmate is moved from their cell.

Maximum security inmates also get their meals given too them through slots in the door. Usually if an inmate is in maximum security they will remain in their cells for 23 to 24 hours per day except to shower or maybe have an hour outside in a rec cage.
